Maybe someone *new* is playing them all? A new faction that said "hey, I've got a, b & c. All we need is element Q, and we can really screw with everyone. Maybe enough so you can win that stupid squabble over X."

If everyone was already at each other's throats(or close to it), a distraction could give someone the necessary breathing room to follow...their dreams. ;)

That's an option that I've toyed with - not sure if I want to bring the story in that direction (since that would shift the attention from the "domestic struggle" to an "internal vs. external struggle"). Though, that might happen eventually.

At the moment, I've got a handful of "domestic" factions, two main factions from "Country B", and at least one fellow who appears to be a mercenary working for whoever pays him the best. It wouldn't take much to add in a "Faction X" that hates all the other factions and wants to see them beat on each other, or just wants to take advantage of the chaos, could certainly have pulled a false flag attack to get the other factions fighting each other.
