The heat that comes up in the floor vents in the kitchen and hallway is heat that he is paying for. We don't get that heat on our bill. The heat we use on thermostats (upstairs and bathroom/i don't know where else they are in the house since I never touch them) is the heat we pay for.
I'm of the opinion that it is still pretty dumb since it is freezing at night on the third floor in the winter, but it is only 10$ so I'm not going to get too steamed about it.
