Two Bad Slides - Why don't they close the TOP of the slide, one wonders, instead of installing an injury-lawsuit on the bottom?

Some see it as "The Slide Is An Attractive Nuisance" and "Who In Their Right Mind Closes Only Half A Slide" -- when I was a kid, they had these 15 foot metal slides in the schoolyard that got VERY hot in the summer. They put a chain across the TOP of the things to keep kids from climbing up and sliding down and burning their backsides when there was nobody around to say "get off that, you idiot"... and that was in the 1960s.

Nobody would think to put one on the bottom because kids don't think that far ahead. Or because some kids are malicious and would send other kids down them.
