What I found interesting was that it appeared that it was the sole discretion of the woman, but obviously there were other people who were advising her (probably people who support the guy who wasn't there).
I think it was a group effort, not just her and possibly not just one party versus another. There's information we don't necessarily have about WHY the woman didn't recognize him for a while. Still looks bad though.
Pelosi, as Speaker of the House, can designate anyone to act as speaker on her behalf for sessions in which she doesn't attend. A common practice. This time, and I don't know if it has happened that often as I'm only a hobbist political enthusiast, she picked fellow Californian Rep. Laura Richardson as the Speaker Pro Tempore. The people advising her were very likely the aides to the Speaker, as well the Democratic party Whips and aides to the Committee chair who were funnelling her information as Pelosi did not place this bill as any level of importance and thought that they could get a lot of their party bills out of committee using this trick during the holiday season lame duck session
