When petitioning to form a new lodge, do the Masons have to be under the Grand Lodge of Mass, or do they just have to be in good standing with a Grand Lodge recognized by the Grand Lodge of Mass?

dispensations to establish new Lodges may be issued by the Grand Master, or by the Grand Lodge on petition of not less than twenty-five affiliated Master Masons of known skill and good standing.
the fee for such dispensations shall be fixed, from time to time, by the Grand Lodge."

It does not seem to specify Massachusetts Masons, but a call to Grand Lodge would probably have to be made for absolute clarification.

When I was trying to get a dispensation for a traveling warrant in 2003, I was told by the then GM that it needed to be 25 Massachusetts Masons.

But it's more a question for the committee on jurisprudence.

I was involved during the founding of a new lodge in another jurisdiction. Several of us from outside the jurisdiction were offered the opportunity to affiliate with another, established lodge within that jurisdiction, in order to be eligible to join the new lodge as founders.

That strategy would probably work in this case as well.
