Apparently, it simply fell out of use. I have been provided with a copy, which I intend to update and edit.

I've been provided a copy of the old one, which I had intended to work with. I agree that the social component is important, but that has not seemed to be lacking in my observations. The briefing packet is intended as a supplemental item, not as a replacement for human interaction.
