He's really only gone out to examine the festival because he knows full well that if he doesn't go on his own, he'll likely be dragged to it by Riku,

Carefully examining you from a nearby building it has holed itself up in, it is watching you extremely closely, while Naraku himself debates talking to you through his avatar. [A little too nearby. The number of people at the festival make it harder for him, but Sephiroth can still tell he's being watched, even if he can't pin down a location. The shift from semi-pseudo-relaxed to battle-ready is obvious to those who know what to look for.]

[ While the puppet is certainly not capable of defending itself against someone like Sephiroth, the puppet raises one of its hands, and one of its fingers elongates into a long, spindling tree root. It burrows through the wood-paneling of the dilapidated building, through the ground, and over towards Sephiroth. The root would evolve into a single vine, bearing a few grapes. An offering of peace, of sorts, from the puppet, by will of its creator. ]

[Sephiroth examines the offering with obvious consideration, green eyes slightly narrowed. He plucks the grapes and keeps them as a sign he's not outright rejecting the peace offering, but, paranoid bastard that he is, there's no way in hell he's eating them.]

I do not require a pet, and I am uncertain of how to care for a fish in any case.

It was not difficult to determine the maximum amount of time the net could remain in the water and the appropriate angles for minimum strain to the paper after testing its resilience on the initial attempt.

Someone I know has a friend who likes to keep fish as pets. I fail to understand the appeal, but they are welcome to have it.
