So apparently the residents of the United States of America do not have the right to independently build toilets. Free speech - check. The right to set up electric lines - check. But no check, apparently, for the right to build toilets and bathrooms.
I can't decide whether to be indignant or just very, very amused!

I think it makes sense, think of the on hygienic mess and the spread of disease that would result from people building outhouses wherever they wanted.

There should be penalties for polluting public property, and maybe an inspection of the finished product is warranted, but not having the right to build in the first place seems wrong...
And besides, it is not in the interest of the individuals concerned to create a disgusting mess, so I really don't see it happening.
...but really, I'm inclined towards amusement and not indignation anyway. :)
