torchwood! but, i'd recommend watching it in order with the new doctor who. as in: doctor who season 1 (and specials) doctor who season 2 (and specials) torchwood season 1 doctor who season 3 (and specials) torchwood season 2 doctor who season 4
it will make infinitely more sense that way. ^^
the john and rodney show sga is also awesome, though the last season seems to be a case of every other episode being good/total crap. :/
But you knew that already. Heh. Doctor Who is also awesome, and related. There's a bajillion seasons, but forget all the old stuff, and watch the new series that starts with the Ninth Doctor. It's a tad more accessible, and if you like it you can go back and watch older episodes.
You don't strictly need Doctor Who for Torchwood, but Torchwood is set in the same universe, centered around a character from Doctor Who, so you might be a little lost. BUT! There is Wikipedia, and me, both of whom have quick answers to canon questions! ;D

Personally I don't think it's necessary to watch all of Doctor Who before you watch Torchwood, just the episodes with Captain Jack.
