I think that this is an episode that gets lost amidst the rest of season one. Having just started it up again, and with so much to come in a short season (well, no shorter than the rest I suppose, but 13 feels short to me) I think people underestimate the value of it ( ... )

A lot of the Ninth Doctor's run seems to revolve around him encouraging others to act (ie telling Dickens to accept what was happening was actually the truth), which is quite an interesting trait, especially in comparison to the Tenth Doctor's acting like somewhat of a saviour (regardless of whether he puts himself on that pedestal or if others do).

As soon as he found out they were baddies, the Doctor changed his mind. For him, it seems to entirely rely on the intent to act, and once he found out the Gelth were planning to live at the cost of others' lives, that is he when he wanted to put a stop to it.

That bit where Gwyneth revealed what Rose thought of her was very telling, actually, because I think it is supposed to be saying the same to the audience, and it makes people aware of the idea of thinking in the context of the time and place which the Doctor is used to, and Rose clearly has not been able to grasp yet.
