Yes, the initiative does up the punishments for juveniles and for people caught providing marijuana to juveniles, I think. I assume these provisions were inserted in order to make it more palatable to the "but what about the children?" types.

The campaign seems to be busy collecting endoresements, though I imagine law enforcement ones will be few and far between. John Russo--Oakland's City Attorney--is one of the few that I have seen so far.
