Daughter, but not heir, therefore politically worthless. Also the marriage he was really aiming for was Irulan, an alliance with the Harkonnens would not only have been distasteful but, likewise politically worthless, Leto's star was rising and the Baron was not popular in the Landsraad.

This. The Atreides family was aiming for a political alliance with the Imperium, with Emperor Shaddam even making mention that Paul would have been a perfect suitor for Irulan. The Bene Gesserit was only interested in the bloodlines, which were better pursued with Jessica's heritage secret.
