He might certainly be able to, but Jeeves would have something to say about Mr. Wilde's rather off-putting sense of personal dress.

"Jeeves, I'm going out!"

"I'm sorry, Sir, I wasn't aware that there was a traveling carnival in the vicinity. Perhaps if you were to grow a handlebar mustache, you might find secondary employment as the lion tamer's assistant."

And, if he was his valet, he would also have something to say about being lock-and-key man when Bosie or whomever came around.

...and about Mr. Wilde slightly adjusting Jeeves' dress to make it part of Wilde's own image of the modern dandy. He'd like the way Jeeves dressed in general, I think, but might also think it slightly dull for his tastes. I can see him not changing anything major -- just perhaps getting him a coat with a slightly sharper, more modern collar, or something like that.
