Might I suggest a trial, then? Open the public with an open-ended solution that will be reached based on facts and evidence. Jumping to conclusions and assuming will get us nowhere and only serve to bring fourth more unneeded chaos.

The Alliance ties its own hands with bureaucracy and delusions that it holds any sort of control over the compound and residents at large.
Since when is the Alliance the keepers of law here? Since when is their permission necessary to deal justice when it is needed?
Your inability to handle the matter of the Joker is what prompted this entire situation -- as if you would be able to hold Fray long enough to put him to trial, as if you would be willing to do what needs to be done. You can't seem to manage it with the Joker -- why should anyone think you would have done it with Harth?
What happened was what needed to be done, what the Alliance is incapable of doing, to keep the residents of this place safe.
When you are faced with a mad dog that indiscriminately attacks people, you do not tame it. You put it down.
