This administration has a history of playing politics with responses to extraordinary events. One of the greatest examples was the bill to create the Department of Homeland Security. I think this is what Naomi Klein talks about in her book The Shock Doctrine. I haven't read the book, but I've heard her talk.

You are absolutely right. That is precisely what she is talking about. But in this case, not only are they trying to push through some radical policy (giveaway of $700 billion of our money to the Wall Street), but also using this crisis to prevent an imminent loss of election by McCain.
