so where does one report phone phishing scams?

I didnt give them any information, and all they had to start with was my phone number and name BUT they did a very convincing job of sounding like a phone company billing department calling to help straighten out an account issue... they dodged and weaved like a well trained boxer when it came to getting them to give BACK any info.. like an account

I know this sounds like a weird suggestion, but have you called the Better Business Bureau? Or, better yet, the Texas Attorney General's office? Gloria suggested the local police, too.

BTW, you can call the phone company and ask them to trace the call for you. Explain that you are going to be giving the information to law enforcement (which you will be, indirectly, if you give it to the AG's office). The phone company will be able to tell you the number and under whose name it's listed.
