Yup, it's likely the media. You get what you pay for in this case, because if I'm correct about the Desktop and the burner, then there shouldn't be a problem.
There is a note on the page for the Taiyo Yuden media specifically about upgrading the firmware of DVDR burners that were not originally 4x, but I think the real problem is the media is only 4x. Your DVDR is likely a higher speed (most notes about Lightscribe burners state 8x or 16x potenmtial burning speeds), and the media can't match the RPM speed needed. At $30 per 100 it's pretty cheap media.
Get an 8x quality media, go for a name brand like Memorex or Sony. I know it's tempting to buy in bulk, but getting a pair of 50 spindles would be easier.
Double-check with CompUSA if they're where you got the machine from, but take any reassurances that cheaper media is okay to use with a grain of salt. And while you're at it, yes, update the BIOS of your machine from the HP.com website and see if there's a firmware update for the DVD burner.

also, using a real authoring program rather than xp copy would help alot.
