The article says: "crack cocaine is often produced by dissolving powdered cocaine in a mixture of water and baking soda." So how come we're not passing bills to put water behind the counter too? ;)
Actually, if you think about it, water is pretty deadly. You can drown in it, and if you add electricity you can get electrocuted in it. If too much of it is on a floor, you can slip on it and crack open your skull. And if you drink too much, you can actually die of water poisoning (seriously!). In it's frozen state, it can cause frostbite, and if boiled, it can cause serious burns.
So maybe we should stop making water so readily available in sinks, bathtubs, toilets and hoses, and instead require it to bottled in child proof containers that are covered with warning labels and only available by perscription behind the counter. :P
