I don't think the majority is, just the portion you keep hearing about.

Lemme rephrase a bit:

Registered Maine voters who didn't vote NO agreed to this, making a majority. Majority of people who voted and everyone who didn't bother to vote at all is a majority. If they don't like being thrown in with the people who voted YES, they should have got up off their lazy asses and voted against it.
