It's only phone sex if both people on phone are getting off - though that does not have to be to orgasm. Like, it's still phone sex if one person is masturbating and the other person is talking them through it while not touching anything of their own. Or if the person is getting blown and the other person on the phone is talking them through it.

Otherwise, it's technically a form of sex in public - the idea of which is generally to avoid actually being caught at it. So the goal would be to have a normal or semi-normal conversation while being blown so the other person on the phone doesn't know what's going on even if they may suspect.

There's also the casual, "Oh, hey, in the middle of something, Frank" situation where you have a conversation with someone while getting blown and the person on the other end knows and doesn't care and doesn't get anything out of it but the purpose of the conversation. That'd just be a conversation while getting blown.
