Medical Supplies you can rate as you please in your game but a few ideas on how to advance it
Basic Bandage
-Basic Paper/Plastic Strip/Whatever
-Adhesive - (This can be of a lower grade, or you can have multigrade glues in your game for different things)
-Basic Gauss
to what might be like
Stimulate lvl 3
-syringe
-Steroid compound
-Something other technical
*use of random medical instrument A* (like a lab)
Just start making up crap in the end, like find normal common items and break them down into 2-5 piece core components and use that to set up the component requirements until you hit the high level like, man i gotta go read how this really works type crap

IED's are probably the way to go. You can have all sorts of different IED's, all with different specific components but all consisting of the same basic things.
PIES: Power Source, Initiator, Explosive, Switch... 4 basic elements of a bomb, homemade or otherwise.

Rate each of the above on a quality rating (Low-Tech/High-Tech) or some such.

1 low-Tech Electronics
10 High-Tech Power

This is the same concept I use in Tech Warz. I think it works very well. Keep your categories simple and generic. Dont waste one on "switches". Too limited. Allow for lots of room for expansion.
