Maybe I am just dumb, but what is a "Neat Street" competition?

Its a competition where a committee or something judge which is the neatest (tidiest) street and then you get to hang a sign underneath your street sign that says "This is a Neat Street!"
Its stupid, really stupid.
I'm going to scatter car parks and passed out hookers all over our garden the morning of the judging. Muhahaha! Who's neat now!:P

That seems like the stupidest competition I have ever heard. What do they get if they win?

They get a sign on our street sign post and have something to gloat about in the community newsletter.
If you do want to watch me scatter hookers, can I borrow a few bucks, they're kind of expensive :P
