Every so often I still get anxious. I wish I could figure out how to beat it completely, but I think I'm a lot better at handling it than I was in the past

Just head to the Smithsonian and you will see some blossoms but they will not be the object of the trip so if they are not there, no disappointment?
I would not get a beagle in an apartment because beagles and beagle mixes bark ALL THE TIME. Any toy/lap tog would do fine. I wasn't a huge fan of small dogs until I fostered a Maltese-- they are amazing little angels of love. Pomeranian are good apartment dogs but they have SO MUCH ATTITUDE so that ahs to be something you are up for. The whippet is probably the best apartment dog but you won't find one up for adoption, not even a mix. I would aim for a poodle, Maltese, or Pom mix. Chihuahuas actually bite people a LOT (though it's not often reported because who reports "I was mauled by a chihuahua!") and bark a lot too so I don't know about them.
Beagles are not good apartment dogs because they aren't typically good at being alone and instead of barking, they tend to bay which is suuuuper loud. I'd stay away from hounds generally because of the baying, tbh... At least until you have a place where the neighbours won't hear every single howl.
I would say you'll want an older/adult dog who's a bit calmer, too!
So many exciting things! It sort of stinks that you are leaving DC just around the time I will be moving to that area :( However, going to law school is so awesome!
