Sounds to me this case would be a federal case "FBI" there for which ever federal district, and which ever federal prosecutor is handling the case. The US is divided up in federal districts. Check them out, and decided which one is most likely where the crimes were committed in your scenario. That is were the federal district court would have jurisdiction over a case. There could always be a change of venue.
