If a cop is "exchanging gunfire" then every single cop that is nearby and not on a critical call (and by critical I mean somebody will die if they leave) is coming to help, including cops from nearby jurisdictions. So you need to look at the size of your force and the number of officers that would typically be working at the time of the incident and go from there
