Macy's usually has a large sale every other weekend. I'm not a fan of department store credit cards, but holy cow, Macy's ships out tons of coupons for cardholders.
However, not all Macy's are equal. In this area, the best Macy's is at Valley Fair. It has a great Women's department with a regular rotation of clearance items. If you shop with the sales/coupons/clearance combination, you will find higher quality items at Target prices.
I've been disappointed with the quality at Target and Old Navy in the past, so I tend to steer clear unless I'm looking for disposable beach wear.
The key is to make time to shop, so it's not a stressful trip. Otherwise, you'll leave frustrated and feeling worse than when you started. Macy's in Valley Fair (and I think at Union Square) has a free personal shopper service. I think it's called By Appointment Only. You give them your sizes, colors, and general style preferences, and they will have several different items waiting for you when you arrive. It's awesome.
