It was an interesting, if clearly biased, article. I am curious about what the author expects the secretary of state to do. How does this relate to her responsibility to manage our foreign affairs?

The response has been slow and the administration, the state of Louisiana, and the city of New Orleans haven't handled things very well.

Of course, there's also the citizens who were too dumb or stubborn to leave beforehand. If the place had been evacuated, then there wouldn't be need to rescue people now or stories of the complete breakdown of law and order.

There's plenty of blame to go around here.
