I've found myself wanting to cook something interesting early in the morning when I can't go to the store and haven't necessarily stocked up on raw ingredients recently many, many times and I keep thinking that I could really use a recipe website that's something other than just a massive pile of barely-categorized instructions that assume you're ( Read more... )

Well, it doesn't quite meet your specs, but the blog "The Paupered Chef" usually comes up with some pretty good classy recipes using bargain ingredients: http://thepauperedchef.com/

The all required prior planning, of course, but if you want to try your hand at cooking nice meals on a budget, I'd start there.

I have suggestions:

1. have simple quantity levels for more complicated dishes, so you don't run out of ingredients.

2. allow for and encourage ghetto recipes, because you will have people who basically just have condiments in their fridge. Further, have the site tailor the type of results based on the ingredients, e.g., suggest quesadillas and mac-and-cheese higher than than cheesecake, even if the user has the ingredients for everything.
