I think it's okay to talk with your neighbor and say that you have sensitivity to cigarette smoke (this is now true), and that it seems to be coming through your vents from her apartment, so you're wondering if you can come to some sort of arrangement regarding the smoke.

thank you! i have been trying to discover precisely where the smell is coming from and it is sort of a mystery. there are no obvious vents where it is strongest. it is like a cigarette died and is rotting in my hallway.
anyway, are you going to the farmer's market this weekend?

yeah. maybe walk over and be like, "hey, do you smoke?" and if they say yes, then say, "hey, would you mind closing xyz vents while you smoke? our circulation is connected for some reason, and i can smell it really strongly in my apartment."
