Dealing with "weak" characters is difficult in larp, especially when played by introverts. I have to admit, even though I decided that Iris is very fond of her aunt Petra I think I barely spoke two sentences with you. I simply never had a reason to do so, so it did not happen.

It is also difficult in settings with a (strict) hierarchy. In two weeks I'll be an officer in a science fiction setting and I feel responsible for other people's fun because they call me Ma'am. But it is also hard, because I do not always know how to keep them entertained. Last year somebody asked me "Lieutenant, we're bored, what should we do?" I think I should have an answer, but I was also new to the setting and didn't know what kind of play they like. I hope I'll solve that puzzle.

(Happy late b-day)

You could make the question into play, give them permission to speak freely for the duration of a brainstorming session and then implement the suggestions that best fit your chars plans with the unit. Other possible activities: propaganda readings/'discussions', extra drills, sensitivity training/group therapy, show and tell, strategy/team building games or just normal games like various card games.
