What this is basically about is, the Big Beef industry "can't afford" to test all 37-million-or-so of their cows (which is to say, the money's there but they're not willing to spend it). But the bastards don't want to be shown up by some small outfit that is ready and willing do it, so they're not going to let Creekside do 100% testing in case their buyers look at Creekside's beef, then come to them and say, "Why aren't YOUR cows 100% tested for BSE?"

Once again, follow the goddamn money. It's always the same story. Sometimes I detest my fellow humans.
