Jeez, Frank. I would have complained long ago. I would have reported them to animal control. I would have called them and suggested that there was a problem. I would have volunteered to buy the dog.
They are borderline abusers, not actually breaking the law but coming close. The dog had access to food and water, and had shelter in the garage, so there wasn't a lot that animal control could have done.
Yeah. We had a situation a few years ago where our neighbors tied up a couple of dogs on the porch, and finally I went over and told the woman she couldn't do that. Later I regretted it, because she hauled them inside and basically just hid the problem. I wish I'd convinced her to let me walk them. They were cutie patooties! Poor things.
At least now in the bay area there is very low tolerance for mistreatment of animals. The law is pretty clear that you can't torment them. We've discussed the fact that you can kill them, I think, legally. Not abuse them. Interesting distinction.
