Because procs are generally worthless for healers. What are you gonna do, recast all your hots when the thing pops? Healing is about being consistent, and SP procs can't simply be mathed out as "10/55 * proc_value" like they can for caster DPS

I guess if you dont like the proc than thats just preference. But the uptime of it works out to 141 passive sp, so its better than anything else save for a full stack IDS. You can say you can't math it out, because if I heal with the trinket and you heal without it... I would have put out more HPS than you at any point in the fight after the initial proc. My "lows" in consistency would be higher than your consistent-max after that point if the trinket was the only thing separating us.
But I disagree with your comparision of the int vs. spirit. Per-point, Intellect is vastly superior to spirit now as a pure regen stat. Unless you have crazy amounts more spirit than intellect (like +500 or some nonsense), 1 point in intellect will always give more then a point in spirit. Perhaps youre overlooking its effect on replenishment?
My experience with Eclipse on my Moonkin has taught me time and time again that procs always happen when you least want them to. 590 extra SP while the tank is on a parry streak doesn't really mean much, whereas 111 more SP on every WG after the raid-raping ground tremor on Freya, on the other hand, is a pretty significant bonus

Not only does he do a great job in approaching Balance from a math perspective, he also does multiple evaluations of the gear to account for hit-capping, set bonuses, et cetera.
