Definitely contact the council. It's causing a danger and especially if people are speeding. I know over here if something like that get's reported sometimes they'll send a copper along to book a chunk of the numpties for a while.
In the first instance I would contact the nursery. They have a responsibility to ensure that their buisness is not having an adverse affect on the neighbourhood. That counts for parking just as much as it does for noise or litter etc. They should contact the parents and look at alternative arrangements.
If you have no joy with the nursery, whether they have no alternative, or are just plain not interested, then I'd go to the council and ask what they can do about it. It's worth pointing out to the nursery that cars parked on both sides of the road greatly increase the potential for one of their children to be killed on injured on their way in or home.
I know there are rules about parking outside schools, it's worth investigating if those rules also extend to nurseries.
I cycle past a school on the way to work and that can be hairy at times as well with parents dropping their little darlings off to school - lots of double parking, people having to reverse out onto the road, etc. I can avoid it if I have to, but it involves a right turn onto a busy road which can be a bit of a pain at times trying to find a gap.
Probably worth a polite note to the police & council expressing concern at the safety issues.

Ok, so you're taking one for the team there, but if you've stopped (due to an obvious hazard) and he's hit you because he's travelling too fast he'll be so far in the wrong it'll be funny.
This will... a) Get the driver that's being the cock in this instance, b) Hopefully demonstrate to the nursery and/or council that there is a very real hazard caused by the parents, and c) Get the local rag whipped up in to a frenzy of "What if it had been a child, not a car, that got hit."
With the exception of being involved in a crash you pretty much can't lose ;-)
Regrettably, the Frontie is in the great scrapyard in the sky, and I have a Renault Scenic - great for not damaging people in it when it gets hit, not so great for mangling other vehicles.
