Actually they can't in the beginning. It's already a step of promotion to get this powers (we call it auror mods - those can also edit, delete, merge, move in some areas). But all can 'warn' from the beginning and as such can give five points, what makes an user appear banned. There are other ways as well, but that one is as effective.

Ok, I guess that's the harmless part and what I'm allowed to tell. The other is related to these poor goblins, far down in the Earth...
