is it illegal for there not to be any outdoor light at all on my back porch, which is also where our car is parked and is right on a semi-private alley? it feels kind of unsafe when i come home at night and i can't see to put the key into the door lock.

Probably not illegal, but it's an easy enough thing to fix. If your landlord won't do it, I'd guess you could buy some sort of light for cheap.

As far as I know, there's no requirement for exterior lighting on homes, as long as you aren't in danger of being hit by low-flying aircraft.

I do think a light would be a good idea in your neighborhood.
