When do prisoners have rights?

My bubba could get that stupid sickness Meningitis because some stuid prisoner doesn't "feel like" taking the test to see if he has it. And because he won't test they can't be positive he has it which means they can't give Lewis or his partner medicine to prevent them from getting it. Why does he have the right to say no? I mean, wouldn't you like
