Yes. Sleipnir is Pinkie Pie. Being Loki's daughter is the reason why she has all those inexplicable abilities that Earth ponies really shouldn't, like Pinkie Sense and popping out of random places to yell FOREVER and teleporting, and might possibly have something to do with her fondness for pranks.
(Why is Sleipnir a stallion and Pinkie a mare, you ask? That one you can figure out for yourselves. She's trans* or genderqueer and only now got a chance to finally be herself? Sleipnir was actually always a mare and it got changed in myth because someone thought Odin should have a stallion? Something else? You decide.)

Fantastic work, anon. Absolutely fantastic.
Pinkie/Sleipnir having shapeshifting abilities but limited to horse-shaped forms is a great detail. And this:
‘Pinkie Pie Lokisdottir,’ he said. ‘Bearer of the Element of Laughter. And a goddess in your own right, even if it’s never acknowledged, never known. I am the God of Lies, and you are my daughter, and that makes you a goddess.’ She didn’t know where he was going by this, but she didn’t like it. ‘Goddess of Laughter, of Joy, of Happiness. It’s very fitting. Happiness is only ever the daughter of Lies.’
...EPIC. And heartbreaking; well the whole parent-child relationship in this fic is beautiful and heartbreaking. I mentioned the tears in my eyes, right?
