Almost a week had passed, so I figure the whole Rat thing is behind us. Then yesterday morning Ruth Anne opens the door to the basement and says "uh-oh" in a very "they're back" kind of way

Rats are tough

They can chew through concrete, once they've decided that there is something desirable on the other side.

Conversely, as any rat fancier can tell you, there are a number of things that are extremely bad for them, and will result in their death. I suggest going to a rat fancier web page and looking up what they recommend that you DON't feed a pet rat. The list is rather long.
