There's a card game we used to play. Can someone who recognizes it remind me of the name, and perhaps see if I'm remembering the rules correctly

I actually found the faded old blue slip of paper on which I jotted down the rules many years ago. I remember very much enjoying this game, which is very rare for me & games, but I rarely got a chance to play. I recall it seems to work better with a large-ish group, say, more than 4. In any case, I initially felt a rush of triumph upon actually finding the slip of paper, but then I was much dismayed to find that the name of the game is not on the slip of paper! Dang. Perhaps you didn't know the name even when you taught me the game?
Looks like it's Contract Rummy (http://www.pagat.com/rummy/ctrummy.html), known by a few other names (May I?, Shanghai Rummy, Liverpool Rummy). I think we might have called it Shanghai. Maybe.
I believe Shanghai was also the verb for going out all at one, leaving everyone else holding.
I was trying to find Chris Ott (who taught us originally) to ask him, but I can't find him anywhere on the net. Usually people are there somewhere, but he's just gone.
Shanghai. Right. Not Egyptian, but something exotic. I keep thinking of some ancient city, like "Alexandria." I was on the right track, kinda.
I just jot that down on my notes, which read as follows. Make whatever sense of them that you can:
12 cards per person. Jokers wild. Can buy twice. 1st hand: 3 3 of a kind 2nd hand: 3 4 run of a suite 3rd hand: 4 run 4run 4th hand: 3 3 3 5th hand: 3 3 4 6th hand: 4 4 3 7th: 4 4 4 Last card down must be playable. 2 decks for up to 3 people, 1 deck more every every 2 people after that. Jokers wild. Object is low score remaining in hand. Point values: 2-7 5 pts. 8-K 10 pts. ACE 25 pts. Joker 50 pts. Buy: take a card out of discard pile out of turn, & take 2 cards off of deck as well. Precedence by order of play.
Turn: Pick up from face down deck or top of discard, play what you can, & discard one. Can't play anything until you have the minimum for that hand. You can play things on each other's piles after you've played your minimum. to go out you must have no discard.
