So, why do I love Kaho? The short answer is, because the fandom either ignores or bashes her, and I felt she needed some love. But it's more complicated than that

What happened to Kaho's sense of humor? I don't remember the anime too well (which might make the post comparing anime and manga portrayals a bit difficult), but she did have one. Then, in fanfiction, it's all angst or fulfilling every negative female stereotype.
Funnily enough I've been rewatching* the anime recently and I absolutely adore Mizuki-sensei. I haven't read the manga, but I agree with everything else you've said here.
I do recommend the manga. There's less filler, some characters (like Kaho) are more fleshed out, it has a more complete ending... It doesn't have Meiling, and Rika/Terada is a confirmed couple, but I still prefer it. There's also a few surprises that were removed from the anime. Also, if you like Touya/Yukito, you'll love how Kaho fits in with that in the manga (assuming you like seeing Touya annoyed by teasing).
Honestly, my reaction to Kaho was generally indifferent until I decided to write her in as Eriol's assistant/lover in Harry Potter and the Deck Master. Her anime characterization was too much the stereo typical "mystical teacher" that shows up in the magical genre and because the anime really didn't get into Eriol/Kaho (or Eriol's back story at all...) so I hadn't put much more into her person than that. It wasn't until you poked at me to find the actual scanlations rather than the transcripts I had been using, and I started trying to get to know her character more so I could write the scenes about her that I started falling in love. And now she's one of my all time favourite characters and I have a hard time believing that she hadn't always been
