So, I think all of you know by now that I am crappy with cell phones. I didn't get one until the end of med school, then got a pay-as-you-go cell phone in 2004 which I'm still using. You can pickup a new 3G (not the new new 3GS) Iphone for $99 w/ 2 year agreement right now. If you don't need the new whizbangy features of the 3GS (which aren't really that much actually) then it could be a good choice, though you of course have to take the phone plan into account.

I can tell you that in addition to being a good phone, awesome on the go webbrowser and "whatever else you can find an App for" multi purpose device, it is an EXCELLENT way to keep your toddler or young child occupied for 10 or 15 minutes at a restaurant or car or wherever. Ariana loves playing games on my phone. They've got drawing games, memory/match games, Simon Says, all kinds of stuff that can keep a child gainfully occupied and engaged.

I've had mine for a year and a half now and love it. It's great for dealing with work and personal e-mail on the road, taking photos of the kid and e-mail them to people, etc. It's easy to use and there are great apps for toddler entertainment.
