Why are you waiting on a ruling? Is there some chance Hannah strayed on to the dog's property? Maybe through a closed gate?

If she was attacked on public property or her own property, that is a capital offense regardless of official rulings.

I haven't the faintest idea why the dog hasn't been put down. My understanding is that it is communal property that she was attacked on, so I am at a loss. I haven't the faintest idea what the laws are like in Oklahoma.
