Check with Verizon to see what smartphones they offer -- it's generally cheaper (initially) in the US to get a phone through your provider because they usually reduce the price if you re-up your contract. And since Verizon doesn't use sim cards, I'm not sure you can do the "buy an unlocked phone somewhere else" thing.
Also I'd suggest hitting a brick-and-mortar store to play around with the phones in person, to see which ones fit your needs (and your hands) best. Most cellular store employees carry smartphones -- ask them how they like 'em.

Anyway, I don't know if you made your decision yet but if you've already got a phone you're happy with, and all you need is a little device for what you mentioned, why not use the iPod Touch and get yourself a Verizon Mifi (Myfi?). It basically gives you a little card that is a mobile wifi hotspot. There are various data plans to choose from as well.

On the touch itself, you can view PDFs in a number of programs, and if you get Documents to Go, the app (around $10 I think), you can create view and edit word and excel files. I don't know that there's an easy way to add comments to a PDF file however. Might be an app for that.
Oh additionally, get a cheap earbud/mic set from buy.com and you can use Skype on the touch with the Myfi too. Oh and you can also do text messaging to phones within gmail as well. And do let me know what you eventually went with. I'm always interested in the tech people get. Seriously. True tech geek here.

I do lots of twittering, facebooking and gmailing from it as well. Also, the newest droids act as network hotspots i believe.
