OK, so I want to make this Lace Ribbon Scarf here, and is it just me, or is that the most effed up chart you've ever seen

All of your right-side rows should be knit all the way across except for the YOs and decreases.

On your wrong-side rows, you're going to knit the first 2 stitches and last 2 stitches (for a wee bit of garter stitch edge) and purl the rest of them -- EXCEPT when you come to a double-yarn over, you have to purl into one of the two loops and knit into the other one for it to come out looking nice. Single yarn-overs will be purled normally.

It might have been better to just show the right side rows and have that direction for the wrong side-rows. I think the written instructions do match the chart, but it is not ideal because the box of the repeat on the chart shows (p7, k1, p1) on the even rows and it was re-written shifted over one so as to make the directions shorter. They should also have moved the red box one column to the left, IMO.

It looks like the red box is correct for the odd rows and needs to be shifted one over for the even rows? Is that what it is? Or is the chart right and the written directions wrong there? o_O

I get the garter stitch edge now; I can see it in one of the photos.

Yeah, they wrote the even rows as if the box were in one place and the odd rows as if it were in another. But it should work out fine if you only knit/yo/dec on the RS rows and only purl on the WS rows except for the two edge stitches on each side and the second loop of those double YOs.
