Is that a picture made up of tags?
Or have the tags been incorporated into the design?
Or are the lines merely tag-inspired?

I think it's a picture that used tag inspired art, incorporating tags and tags may or may not have been added by other people afterwards... I just saw it on a wall so I know about as much as you. You can click on the image to get a better look if you haven't already.
