Board up the windows -- many zombie scenarios involve trying to make a house, mall, or other dwelling zombie-proof. There should be rules both for blocking out zombies and for zombies bursting in. On the players' end, blocking up every zombie hole should be an intimate affair, conducted window by window and door by door. There should be a bonus of some sort for cooperation. From the zombie's perspective, this is like a levee holding back a river -- once the first zombie gets through the crack, the rest can pour in.
Mistaken identity -- it should be difficult to tell, from a distance, whether someone is a zombie or a normal human. A smart or experienced human with a level head and good lighting can tell the difference easily, but a novice or someone who is jumpy might be unable or unwilling to make a positive ID before running or shooting -- or might allow the zombie to shamble into charging range. This could also work to the PCs' advantage -- they may be able to pass themselves off as zombies to sneak past a zombie mob, under the ( ... )
