Well, I watch Glee because Sue Sylvester is so damn cool. Also because the musical numbers are awesome.
But I see your point. What I think I would say for the choice of a high school setting is that now it has implications of sexuality and adult-type behaviors while still having some sort of structured pattern that the characters have to live their lives be. It's a cheat sheet for writers, to some degree.
perhaps one reason why people don't watch shows that represent their age group is because they don't want to be reminded of their own lives, misfortunes, heartaches, the real-life stuff. i've never watched glee or gossip girls, but i have read/seen twilight and i guess there is a certain type of romanticism present that people wished they had experienced when they were younger. Kind of like a fantasy that they are too ashamed to admit.
Well I don't know about the t.v. shows, but it is nice to imagine a life when homework, class, and relationships are so simple and without any real drama.
