HMM.
I kind of have a tie for this one: Tales of Phantasia, and Star Ocean, original Super Famicom versions. They're both just so amazing and complex, and the graphics! Just, wow, guys if you can read Japanese, GO PLAY THESE GAMES. I don't care if you have to sell your soul to get a Super Famicom, okay?
Though, I am not sure if this really counts, since they're only underrated outside Japan... HMM. Actually come to think of it, most of the games that I think of as underrated are only underrated outside Japan, and then that's because they never got a proper translation, or WERE NEVER RELEASED AT ALL. Or... Well, yeah. Yeah.
