I'm thinking Yukari. She definitely has the dictator thing going down well and suits your adjectives, plus I can kinda see her throwing that glare at people who try to hard. Plus jealousy and alcohol.

What can I say... there's so much Yukari in there it's not even funny XD Starting with the five adjectives ("arrogant" and "confident" sounds like Tomo, but "violent" and "individual" complete the Yukari image... Also, Tomo's just dangerously silly, Yukari is insane XD)... and "Slacker because I am naturally clever" totally sounds like something she'd say in her college days.
